For cheap accommodation try some language schools. They often allow you to stay in a home stay family without taking classes. You normally will get the three meals with it for a price between 15 and 25 USD.

The spanish from Spain is very different from the spanish at Latin America, for example, in Spain the sounds of some letters are totally different than in Latin America.
I have heard some great writers and linguists tell that the best spanish of the world is spoken in Mexico and Colombia.
Im mexican so my opinion might be a little biased, but I find that in central mexico, the spasnish spoken is the less affected by an accent and more closer to the real pronunciation of the word.
